(a) All campaign contributions and expenditures shall be transparent and adhere to limits and reporting requirements as prescribed by law. No person shall make or accept contributions in violation of these provisions.

(b) No public funds, property, or resources shall be used for the purpose of campaigning for any candidate or measure.
