For the purposes of meeting the requirements in §102.9, a message shall be considered eligible if:

1. The message is sent in the federal server for the Republic of Krameria;
2. The message is none of the following:
   1. Confirmation of a vote; or
   2. Confirmation of a candidate registration;
3. The message is not sent in either a staff-exclusive channel or a staff ticket; and
4. The message contextually contains complete semantic information in language which is generally understood, and which is conveyed textually rather than via an image.
