(a) Each budget shall last no more than 1 month

(b) If there occurs such an event that there is no valid budget at hand, the government shall immediately enter into a state of shutdown

(c) During a government shutdown, the President may take out up to 1000 Kramers in emergency funding per department as a loan that is then owed to Congress

(1) No other part of the budget may be enforced until all emergency loans are paid back

(2) Once the limit of 1000 Kramers is reached, there will be no more emergency borrowing for such department until such loan is paid back
