Heads of the executive departments shall have duties and powers:

1. To appoint employees of their respective department;
2. To supervise their respective department;
3. To issue directives within their respective department and jurisdiction;
4. To appear before Congress when summoned;
5. To exercise powers granted to them in acts of law that have been passed before this bill and after.
