(a) Heads of the executive departments must be nominated by the President and confirmed by a simple majority of the Senate;

(b) Deputy Secretaries may be appointed by the President at request by a head of an executive department. These appointments shall not require a confirmation of the Congress;

(c) Heads of the executive departments may be fired at President's discretion;
