(a) The active functioning of any and all federal agencies and programs, shall require funding via budget or emergency funding
(1) If congress is to allocate funding to certain agencies outside of the budget, such agency shall be able to exercise the function granted to them by such allocation regardless of mention within budget therein.
(b) A budget shall define the amount of funds granted to each and every agency and program
(1) No agency or program will have funds allocated to it without explicit mention in law or budget or authorisation of emergency funding by the President
(c) Failure of the Secretary of Finance to distribute the allocated funds according to the legally binding budget within a week of its passage shall result in the removal of the Secretary as judged by Congress.
