(a) The President may appoint ambassadors to nations with whom the Republic has diplomatic relations with, and other diplomatic officers to represent the Republic abroad with the advice and consent of the Senate. Ambassadors and diplomatic officers shall serve at the pleasure of the President.

(b) The Secretary of State may exercise the authority in §101.1(a), but shall be subordinate to the President.
