(a) The KCSS shall not:

(1) Enforce political ideology;

(2) Target individuals solely for lawful speech or political affiliation;

(3) Conduct searches or surveillance without proper legal authorization except in emergencies defined by law;

(4) Detain any individual indefinitely without charge.

(b) Use of force must be reasonable and proportionate.
