(a) Courts reviewing Executive Orders or reorganization orders issued pursuant to this part shall afford substantial deference to reasonable executive interpretations concerning the organization, administration, management, and supervision of the Executive Branch.
(b) An Executive Order shall not be invalidated solely because the authority exercised is implied or incidental rather than expressly enumerated, provided a reasonable nexus exists under section 1.5 of this title.
(c) Nothing in this part shall be construed to limit the power of judicial review under the Constitution.
