(a) The President shall possess general supervisory authority over all officers and entities of the Executive Branch.

(b) The President may, by Executive Order:

(1) direct any department secretary, agency head, or executive officer to exercise powers vested in such officer by law;

(2) prescribe priorities, standards, procedures, enforcement policies, administrative interpretations, or operational directives governing the execution of statutory duties;

(3) require coordination, reporting, information-sharing, or compliance measures among Executive Branch entities; and

(4) personally exercise, through subordinate officers, any discretionary executive authority vested by law in an Executive Branch entity, unless personal action by a specified officer is expressly required by statute.

(c) Nothing in this section shall be construed to authorize the President to:

(1) require any officer to violate law;

(2) compel action contrary to mandatory statutory duties;

(3) exercise powers expressly withheld from the Executive Branch; or

(4) contravene constitutional limitations or binding judicial orders.
