(a) Mission. The mission of the Office is—
(1) providing clear, concise, and thorough support to Congress in the form of legislative drafting and research services, analysis, and legal advice;
(2) promoting clear and unambiguous law free from contradictions, and obsolete, superfluous, and superseded provisions;
(3) promoting the use of plain writing in the government; and
(4) promoting uniformity and conformity in the law with respect to style and content.
(b) Functions. The Office performs the following functions:
(1) Legislative drafting. Upon request of any member of Congress, or upon its own initiative, prepare drafts of legislation and provide drafting advice with respect to drafts of legislation prepared by others.
(2) Legislative research. Upon request, or upon its own initiative, prepare and provide information, research, and reference materials and services to members of Congress or any committee or body thereof to assist them in their duties.
(3) Impact analysis. Upon request, or upon its own initiative, analyze and evaluate legislative proposals, particularly the effect and impact of the proposal.
(4) Conformity analysis. Upon request, or upon its own initiative, analyze the conformity of legislative proposals with the Constitution, precedent, and statutory law.
(5) Reference questions. Upon request, prepare opinions and legal advice to members of Congress or any committee or body thereof.
(6) Other legislative support. Upon request, or upon its own initiative, publish any report, data, compilation, memorandum, guide, manual, or other material in support of the mission and functions of the Office.
