(a) The President is authorized to reorganize the Executive Branch for the purpose of promoting efficiency, coordination, accountability, continuity of government, economy in administration, or the faithful execution of the laws.

(b) Pursuant to subsection (a), the President may:

(1) consolidate Executive Branch entities or functions into a single department, agency, or office;

(2) divide Executive Branch entities or functions among multiple departments, agencies, or offices;

(3) transfer statutory powers, duties, personnel, appropriations, records, property, or administrative responsibilities between Executive Branch entities;

(4) rename Executive Branch entities;

(5) establish subordinate offices, bureaus, administrations, or divisions within existing Executive Branch entities;

(6) designate one Executive Branch entity to administer or coordinate functions previously exercised by another Executive Branch entity; and

(7) abolish offices, bureaus, administrations, or divisions created solely by Executive action.

(c) Nothing in this section shall be construed to authorize the President to:

(1) create a new department, agency, or office possessing powers or responsibilities not otherwise established by law;

(2) abolish any department, agency, or office established directly by statute;

(3) repeal, suspend, amend, or waive statutory duties or restrictions;

(4) transfer powers or functions where such transfer is prohibited by law; or

(5) appropriate public funds except as otherwise authorized by law.

(d) Any reorganization carried out pursuant to this section shall preserve all statutory authorities, obligations, duties, and limitations previously established by law, except insofar as their administration is reassigned under this part.

(e) A reorganization order issued pursuant to this section shall have the force and effect of law upon publication, unless disapproved by joint resolution of the Legislature within fourteen days.
