Sections 1.4(b) and 1.8 through 1.10 of this title take effect only when—

(1) the Office of Legislative Support (in this part, the “Office”) has compiled and codified the complete first issue of the Consolidated Code, which shall consist of all Acts of Congress which have been passed into law up until May 30, 2026; and

(2) the Director of the Office has notified Congress of the completion of such first issue.
