(a) Generally. The Director of the Congressional Legislative Support Office (the “Director”) is the chief executive officer thereof and has general control, supervision, and authority over the Office.
(b) Appointment. Whenever the office of the Director is vacant, the Speaker of the House of Representative and the President of the Senate shall jointly appoint a Director.
(c) Appointment considerations. The Director shall be appointed without considering political affiliations and solely on the ground of fitness to perform the duties of the office, including experience, skill, and efficiency.
(d) Dismissal. The Director may be dismissed by the Speaker of the House of Representative and the President of the Senate jointly.
