(a) The flag shall consist of a dark navy field.

(b) Centered upon the Field shall be a gold torch bearing a 5 pointed star in the middle of its handle.

(c) Surrounding the torch shall be a circular white ring, open at the lower portion to allow the end of the handle out and also open at the top to allow the flames to go out.

(d) The proportions of the Flag shall be two units in height by three units in width (2:3 ratio), unless otherwise prescribed by regulation.
