(a) Congress may enact any title of the Consolidated Code into positive law, so that the title itself is the law of the Republic.
(b) Whenever a title of the Consolidated Code has been enacted into positive law it shall imply the repeal of any previous acts in that same title, and the restatement of the same, in the form of positive law, so that the contents of the title are not affected by the codification, but the individual provisions of the statutes constituting the title in compiled form are repealed.
(c) The Office shall appropriately and clearly denote the titles which have been enacted into positive law.
